In Case of: Cloud Sync Error on Rockstar Launcher
I saw that a lot of people were having this issue, I did as well a few days ago, and was unable to find a solution, but fixed it by not opening the game and simply restarting my computer, I hope this helps someone and wasn't just a fluke.

Turn off cloud saves. Simple. Every game forum some thread where some player lost their saves, overwritten by cloud, or just corrupted in transfer. Not worth the perceived convenience.

I immediately did once it was working again, and immediately backed up my saves cuz my last backup was from dec 10 lol
