It won't solve all of the issues, but it would certain put a massive dent in the current modding community. Most of them use free menus, the only ones who actually have the money to keep buying new accounts and spoof are extremely small in number.
When it happened to GTA5 it cleaned up the lobby's pretty well, was able to jump in and not get some random weirdo stroking his massive ego with his mod menu every single session. Just a shame as this was one of their better projects and it's just now overlooked for GTA6 and its future Shark Card MTX store.

The fact that switching servers worked for you just means the cheater had no interest in harassing or punishing you. If they wanted to, they could see when you log in and out, your IP, and even your country. Their software can notify them when you come online so they can crash your game even when they’re not in the same session, among other things.
So don’t naively claim you’ve found "ways to deal with cheaters," because you haven’t. And deliberately joining public sessions knowing full well that a cheater could start tormenting you at any moment—only to frantically switch servers each time, losing progress—is like shooting yourself in the knee. That’s NOT a solution to the cheating problem, no matter how much you try to convince yourself it is.
Just because you’re willing to put up with this doesn’t mean others will tolerate it. So no, you did NOT find a way to fight cheaters. You just accepted it and keep playing in public sessions, letting cheaters force you to hop from lobby to lobby while sending useless reports that don’t even reach Rockstar.
