Graphics Settings Do Not Save

as the title says, i've been experiencing a bug where changes in the graphics settings menu are not persistent after reloading the game. i've seen other posts about this bug but none of their solutions helped me. the only way for me to get my settings to save is to manually edit settings.xml at 'C:\Users\<username>\Documents\Rockstar Games\Red Dead Redemption 2\'

i remember this being a bug 2 years ago, why hasn't Take2/Rockstar fixed this?!

Just a wild guess, users/.../documents is a UAC protected folder. You might need to exclude the game executables from your AV and/or Windows Ransomware Protection.

I currently have Windows Defender turned off, including 'Controlled folder access'.
unfortunately, this isn't the solution to my issue
