I have over 200 hours in the game but haven't played it in months so I forget exactly what happens with not brushing because I compensate the effects. Most of the time I also ignore it because just feeding the horse, when I remember to do it, tops up the health and slowing to a walk or getting off horse and hitching to the ground restores stamina and think health too.
Apparently I almost killed a horse by not feeding it. I also forget to feed Arthur and it impacts his health and recovery too. In the menu section you can see where Arthur and the horse are health and weight wise but I stopped checking it as it was too much hassle trying to balance weight and health.
You can always get a new horse. But to balance the brushing upgrade your saddle and accessories for the horse and take it through water in a river or pond every so often. If you are not at maximum bonding level the horse can refuse to go into deep water. I only noticed the brushing requirement reset when the horse is almost submerged in water like when swimming. Never noticed it go away just running in or across a stream.
