Can't trigger item requests

I know how it works, certain missions have to be completed until characters decide to request an item, or the script will keep them connected to the mission where they play a role. But I think I bugged out Bill's trigger entirely.

What happened was, he was about to ask me for hair pomade, but then out of nowhere, Mrs. Grimshaw activated a secret cutscene where she scolds Arthur for being dirty, and as soon as that cutscene ended, Bill left his spot. I don't want to delay the main story just for him, but will it never trigger now? I'm now in Chapter 3, and Bill isn't tied to any mission I've yet to start, but his request won't trigger. What do I do?

no it'l trigger it just means that he walked away and now you have to wait till the same time the next day for him to possibly do it again.

Just wait, while in camp, and get annoyed over wanting to do something but you can't trigger it to start because the game has some other idea what it wants to do with you , like send Mrs Grimshaw over to pester you. What you wanna do, in camp, and what the game's next part of the story wants you to do conflict often. I just got used to it eventually, when I couldn't do what I wanted, and I just patiently waited knowing someone is coming over to me at any moment.

Lesson learned, though. ALWAYS switch outfits before you dismount your horse back at the camp.
