Performance Fix
This game doesn't like the newest nvidia driver 566.36. Reverted to 537.58 and the performance immediately improved. I was having a problem with random micro stuttering.

Are you able to check the game with the nvidia profile inspector app? I read that RDR2 doesn't like Resize Bar, but have not had time to confirm. Wondering if Resize Bar is disabled on 537.58. You select the game, then see what Resize Bar is set to. For me, it was enabled with option 1 set.

I don't have Profile Inspector installed right now, but I can try that later and see what it says. It seems that Resizable Bar is hit or miss.

If you're on a Windows PC- I turned off the windows game bar today in settings (under Gaming) and for some reason it seems to have stopped my stuttering for now.
Not sure if this is a permanent fix though

Just an FYI on My Specs:
i9-14900 (32 CPUs)
Graphics: NVidia GTX 4090 16GB

That doesn't make a difference for me, I think it's just the game. My original post is not a complete fix either. I played through the entire story though with the random micro-stutters and texture popping.

It worked temporarily for me but went back to stuttering- I've just verified the game files integrity to see if corrupted files could be fixed (I got RDR2 through the Rockstar Store rather than Steam).

I've gone back to version 566.14 for Nvidia too and so far it's improved but i don't hold u- much hope

I don't know about you but my FPS aren't affected by this- I'm still getting about 130fps on average but whenever i move the cursor around fast for some reason it occasionally stutters like crazy

Yeah I later discovered it didn't completely fix the problem for me too. I have the same experience, high fps with random occasional micro-stutters. In Saint Denis it's a more pronounced stutter. The best fix I've found is the Stutter Fix mod that is on Nexus Mods. It almost fixes the problem, it at least makes it more playable. However, I run into FF crashing errors sometimes with that mod after a few hours of playing. With the mod installed though you'll notice that stuttering is reduced, even in Saint Denis. Ultimately, I think it's just the game. Nothing I've done has been able to completely fix the occasional stuttering.
