In my experience, playthrough on xbox, freeroam on pc, only single player, you can get honor level 6 even in chapter 2, it would be the max reachable honor level before chapter 5 or 6, as far as I can remember and it is enough to get those high honor outfits. just max out as far as you can so you can buy those, there is no need to keep that level to keep the outfits, you only need the high honor to buy them in shops. And yeah, there are no numbers for the levels, so one has to guess.. on rdr2.org there's more:

once you hit shady belle you start getting the choices, be nice, or be a ♥♥♥♥. then your honor will rocket up or down depending how you want the game to end.
