Verify your game cache first of all since RDR2 is a very large game.
When finished doing that, go back to the Properties of RDR2 in Steam and click the option to "Browse to local files". Once there go to the Redist folder and install each of the Rockstar apps; the Runtime and then the Launcher. When doing so, right click such an installer and click RUN AS ADMIN.
When all done exit the Rockstar Launcher and Steam entirely.
Wait about a good minute, then right click Steam and click RUN AS ADMIN. Always run Steam this way, otherwise it can't work properly. Now right click the Rockstar Launcher from your Desktop and click RUN AS ADMIN. Enter your login info in the R* Launcher and click AUTO + REMEMBER ME. Once logged into that. Now launch the game either from the R* Launcher or from Steam. Either method does the same thing.
Well that is actually expected. A new PC will be missing all sorts of things a Gamer needs. They are never already installed out of the box.
First wipe all the Drivers and reboot and go download + install all the latest official ones from the various chipset makers; Intel, AMD, NVIDIA, Realtek; etc.
Before you do that though, first do Windows Updates and update until there are no more updates to do. Many reboots may be required to reach this point. When all done there, reboot once more, then wipe the Drivers like I said.
You also need to install all the latest for NET Framework and Visual C++ Runtimes, as well as DirectX Runtimes and Vulkan. The Vulkan Runtime will be included as part of your AMD or NVIDIA GPU Drivers.
Prior to launching RDR2, if you have an onboard AMD or Intel GPU, go into Device Manager and disable that, then launch RDR2. Once you've gotten into RDR2 and configured your graphics settings, exit the game to fully apply. This saves them to a file called SYSTEM.XML which will be stored here > Documents\Rockstar Games\Red Dead Redemption 2\Settings
Edit the file with Notepad and change the two adapter settings, so they are set to 1 and not 0 (this is for when you have 2 GPUs; Onboard + Dedicated, because on these systems, the Dedicated GPU will be #1, not #0). Once this is changed and you've saved the file, re-enable your onboard GPU from device manager. Then launch the game again to verify it working properly.
I have solved this for me, it ended up being really stupid. I have FTTP internet via Vodafone, and I had to HARD reset the router (via the recessed switch). In the end I was having problems with so many PC apps, Windows Update and also unrelated IoT devices seeming to be online but not functioning properly.
Thank you for your response. The problem for me was that the intro video could not be played due to missing codecs. Instead of just skipping the video, the game would just quit.

But yes many games, including but not limited to games such as GTA4, 5 and RDR2 will not launch properly at all without that media pack if using Windows N Edition.
Cause games on Steam do not "install" or "uninstall"
They don't work like that.
And when you do use uninstall option. Only some core game files are removed, not everything.
Go and wipe everything and every folder on your PC for the Rockstar SocialClub and Launcher. There are multiple places for everything for those. Once both are uninstalled and all folders wiped out for those, install them from the game folder > Steam\steamapps\common\Red Dead Redemption 2\Redistributables
Install using the Run As Admin option when you right click the installers.
Launch Steam and Rockstar Launcher via Run As Admin.
Don't think the first step is needed, but this was still the things I did:
- started Rockstar Game Launcher as admin (right click at it in the Start menu)
- started RDR2 as admin (right click at it in the Start menu)
- game quitted as before, but I got a Windows notification saying "Virus & threat protection - Unauthorized changes blocked" for the game (RDR2.exe perhaps?).
- allowed that file to do changes, and stepped ~100 years back in time.
I am not saying this is the solution for you, but it was for me.
No Game Client should "Start with Windows" otherwise it can not "Run As Admin" like it needs to.
If you just launch Steam Client via Run As Admin, everything it in-turn launches will also launch via Run As Admin.
If your Anti-Virus is that picky then you may need to exclude entire folders such as the root folders for Rockstar Launcher, Steam Client, Steam Library. Or just get rid of that AV suite as it's obviously not doing a good job and IS your problem at-hand from normal trusted things working as they should.

The game is no longer supported by the Devs. Many can't launch it cause of the junk on their PC. Or they don't know how to configure their 3rd party anti-virus suite... the list goes on and on as to why your PC might have a problem.
