I can't change refresh rate from 60 even when switching to Directx12
I've also tried changing the window properties.

Not sure what to do. The game is also hooked in to Nvidia Control Panel.

Try the window properties again..

You may have missed the ungraying of the framerate when you went past the fullscreen setting and into the windowed modes.

what refresh rate does your monitor support at the resolution you want to run ?

1080p 144

Getting the obvious out of the way: Yes, it is actually running at 144hz, I made sure of it out of the box.

I tried the window settings again, but this time I ensured to actually apply the changes to see if that would help un-grey the refresh rate setting. Didn't work.

Neither, my monitor does have freesync capability however it is not active in any of my control panels. I've never used it as I've typically only ever owned Nvidia products.

I also did my own googling and 90% of the results stated that the locked refresh rate setting is fixed by simply changing the graphics API from Vulkan to Directx12, however I have done this several times and it is not being fixed in my specific case.

what gpu do you have ?
is vsycn set on or off in the game ? if it's set on and you're trying to run the game well beyond your gpu's ability at that frame rate the game may just default to 60
and the obvious , open system>display>advanced display is your display set to 144 or 60 ,
because a monitor can do 144hz doesnt mean it's set to it ,
free sycn works with nvidia too , if you have it you should try it,
i would hope you would do your own googling , it is your problem and you arent exactly forthcoming about your system or any info , you just assume people know what you have ,
meaning your not too helpful for people to actually help you , in fact you seem to be insulted when you are asked a question ,
so my 2 cents are out there , good luck , may the hertz be with you
last but not least , your hdmi/display port cable has to be able to run 144hz, cheap ones only do 60
