Quest not proceeding (spoilers for The Noblest of Men, and a Woman)
I am on my first playthrough of the story and a quest I got ages ago has stopped moving forward. It is The Noblest of Men, and a Woman, where you need to get photos of four outlaws. I have done all four. I have the three weapons from the men, and I definitely did Black Belle - it was the first one, and I remember the big shootout with the gatling gun.

Now what? After nothing happened, I read a walkthrough just for the next part and apparently the game sends me to Valentine, to the saloon. However, that doesn't happen. There quest is not in my task list; there is no marker in Valentine; and I even went to Valentine myself to see if something would trigger but nothing did. How do I get this quest to start moving?

On a related note: where do I find the four photos I took of the outlaws? In my documents section of my satchel, I have the original photos with their locations but how do I see photos that I took in-game?

You don't need those crappy guns. I don't pick them up.

The mission continues in Chapter 4.

The photos are in your bag - somewhere.
If you don't upgrade your satchel you may not be able to see all of them and it may appear like some are missing, but you'll magically have them when the time comes.

OK I think I am in Chapter 4 right now. I am not that far in to this chapter but we did just come back from a fancy party at the mayor's house in Saint Denis. I'll wait to see if the next part of the quest pops up.

Yea, they want to make sure you can go to St. Denis. <---probably been there since Chapter 2 on your own, but... there you go. It'll pop up soon.

So the next step of the quest popped up for me after I finished that quest to rob the boat. It sent me to Valentine so I'm back on track. Thanks again for the help.
