Properly log yourself out of the Rockstar Launcher. Log back in and during the info entry, click on Auto + Remember Me. If this is working ok, now fully exit out of the Rockstar Launcher.
Exit Steam fully.
Wait a few moments. Right click your Steam Client shortcut, click Run As Admin.
Now launch RDR2 from Steam.
Actaully his soulution was actually right. I posted about this twice once then another like two hours later and the guy from the other forum said this i did it and it worked. Turns out it was either some sort of random corruption issue or from a recent update. All I had to do was fully delete the game and rockstar launcher programs then go in to the file directories for said files and delete any leftover files and folders. If you don't delete any extra files it wont work again after reinstall and you will have to again. Honestly I would be more concern about the fact it takes anyone almost a week to download red dead 2. It takes me only twenty minutes.....
No needs to delete all of the game files to address such an issue.
If the game magically works because of what you did above, that tells me you never had a game issue, just a Rockstar Launcher issue. If that happens, simply Uninstall both Rockstar SocialClub Runtime and Rockstar Launcher from your system. Reboot when done. Then double check Program Files and AppData folder structures for anything still existing there for the Launcher or SocialClub; if there, delete them.
Then reinstall the Launcher + Runtime from:
\\Steam\steamapps\common\Red Dead Redemption 2\Redistributables
The rest of the world isn't as fast as your connection.
....and I think you know that...
If not - I have serious concerns about YOU.
Vintage Forum 'Solution' for every problem:
Reinstall the OS.
Why stop at the game?
Think of all those other bugs you could fix....
Don't use force - just get a bigger hammer.

If you had deleted those extra broken mod files you didn't get rid of the game would have started. Use that Vanilla Folder snap in future - or reinstall the OS.... same thing, right?
