No. Recipes from the Fence is the only way. And these won't be revealed for purchase until you level up. Early on, avoid buying clothing items. Put together 2 basic outfits, one suitable for warm weather and one suitable for the extreme cold (for near 0*C and below, such as northern parts of Valentine, Strawberry and also Colter, where the snowy mountains are). Beyond this, forgot clothing for now until you level up and gain Gold & Ca$h. Each month in RDO there are free clothes to obtain though.
Why do you need more then 100 of any one kind of bullets?
The way RDO works is you use the Catalog (hold down J to access) and then Order ABOVE your maximum carry amount.
So let's say I can carry 100 Express Ammo. In the Catalog go to that ammo type and notice the details. 100/100 | 500 > # over here to the right is in a order queue. So you go and pre-pay for more ammo which gets added to the order queue (the 500 shown there in my example). So when I'm out doing missions, make the best of that 100 Express Ammo. If you run out, switch ammo type. After the mission, go to either the Post Office or the Stash Box @ Camp and do the "Collect All" option. Now those ammo you pre-paid for to be added to the order queue will replenish you on-hand ammo. Without the need to stop and waste time at local stores. The only reason I go to local stores is to view clothing items before I buy them. Everything else can be ordered "on the go"
What also helps early on in both Story and RDO is taking the time to craft Split Ammo at camp fire sites. This is more accurate then regular ammo and uses less Dead-Eye whenever DE is used while using that ammo type. It's just another way to put regular ammo to better use, and for free, aside from your time to craft. You don't ever have to worry about buying regular ammo as you'll pick it up from enemies along the way.

Whenever you acquire a Recipe, you do need to select that via Satchel and click READ. Otherwise it won't become "learned"

That's the method Rockstar wants you to use, which is why it's so outrageously priced. @_@

Unfortunately, that's the business model Rockstar uses.
I'm all for paying for cosmetics and convivence (ie: more stable slots), but having users pay for power feels kinda scrummy, at least in my opinion.
Not that money is very easy to make in RDO, but still.

In RDO those do not do anything beyond being cosmetic; unlike in Story Mode.
