If you need Capitale the easiest and most consistent way to "earn" them is by doing "The Railroad Contract" 3/3.
You are supposed to kidnap the target. But its much better to kill the target thus failing the mission.
Now just loot him because the target always carries capitale.
To skip the mission cooldown all you have to do is joining a new session.
With this trick you can have all the Capitale you want.
Pretty sure this is incorrect. The fastest way is actually the Jeb Phelps contract on mission 2. The reason why mission 2 is faster is because all you have to do in mission 2 is go to the house you're supposed to burn, climb on top of the awning above the doorway, and then open a chest that always contains 3-4 Capitale. You don't need to fight or do anything beyond just riding to the house.
The problem is, Rockstar added a 5-minute loot cooldown to all missions when you grab a guaranteed Capitale. If you play any other missions, or try to farm the same ones with guaranteed Capitale loot before the 5 minute cooldown is up, you instead loot from a pool of low-value valuables, like buckles, and gold earrings. The loot table also sometimes rarely has 1-3 Capitale as part of its loot pool, but it's very, very uncommon.
