It is Random Chance that a Moose will spawn, and also Random Chance that it will be a Male.
Revisiting a spawn location several times during the game, and capitalizing on it when it happens, will often ensure success.
When i get frustrated, i do a bit of save scumming - making a manual save about a 10 second horse ride away from spawn location, then reloading, searching, then reloading again until a Male spawns.
This guide shows the most reliable "Moose Spawn Locations" - good luck.

1) use a trainer and spawn a dozen of them at Heartlands Overflow... Moose Down.
2) Clear an area of all animals - ride back to the middle of that area and drop a Standard Herbivore Bait. I got a Moose to walk into Dewberry Creek - by accident - in shock I shot it. At that time I'd only seen one of them.
Here's a fairly reliable (20% chance) Moose Spawn - if you get bored riding up there, bag a couple of those Cougars to keep you busy:

If you need the horns for Pearson - do NOT hesitate to shoot any Bull Moose ANY Condition - Pearson needs the horns - they don't have to be perfect.
To ensure a kill - use an Improved Arrow.
A Moose is a MASSIVE animal and anything short of a Springfield, or Rolling Block - Express Ammo - might not drop it clean. An Improved Arrow will go through that big head and be in a tree or the ground behind it. A head on shot - the arrow will be inside it - you can forget getting that one back...lol
the north has some decent spawn options for moose.
start above Brandywine Drop (above Annesburg).
the moose often hang around the water there.
from Brandywine Drop, follow the road Left towards Ambarino,
there can be a moose above the road there (above the O of Ambarino).
other option is Owanjila left of Strawberry, moose can spawn at the water when riding towards the dam.
and follow the road up to Little Creek River, moose can spawn in the field under the homestead with barn.
if you keep riding between these locations you can probably get a few moose to spawn.
and i noticed the moose seem to spawn more in the early evening.

Yup - Brandywine Drop is the most reliable Moose spawn location that i've seen in game.
But i normally find them at Barrow Lagoon or east side of Cumberland Forest (more rare, but i pass through there often - so, just need to watch for the opportunity)
Lake Isabella moose spawn is pretty reliable - moose spawns on the West side of the lake, center area, west of island, near where the white arabian is located.
