Because your chip has Integrated Graphics.
Alternately you can open the Task Manager and make the RDR2 Process run under 'High Performance' (basically making the game run off your Graphics card instead of the Integrated Graphics).
cpu temperature at 100°C? Thats too much. rdr is pretty demanding on cpu time. When the cpu gets too hot (over 100°C) your pc downclocks the cpu. That causes massive fps drops. try reducing the max cpu state in windows power settings to 90 or 95%.
That´s a common issue on gaming laptops
I’ve try lowering it to 95 to 90% but can’t get into game for some reason, I contacted dell and they said the laptop was designed to run at 100C
100°C is the maximum heat limit for the i7-10870H. If your cpu temp exceeds that for some reason, bad airflow or dirty fans maybe, your pc will slow down to stay at 100°C.
Usually reducing the max cpu state helps.
Try placing the laptop in an elevated position to improve airflow and maybe clean your fans.
If the temp is lowered the GPU would work better? That’s the result we are trying to get?
CPU. Yes I think so. I know this problem from my laptops and have seen several threads on this topic here.

Switch to Vulkan over dx12. it removes most stuttering.
