Slight exaggeration, but it can definitely seem that way. You run basically a stranger mission, though sometimes it is on a train, or in a bank which is new. While on the mission, you might find capitale bonds (special cash) on bodies you search or in boxes and drawers near your objectives.
Then you can use capitale to go on special missions with bigger payouts. The problem is, capitale is not guaranteed, so you could get anywhere from zero to like ten per mission. The most accurate average currently seems to be 0-3. The extra missions cost 25 capitale to enter. Which basically means at least 9 missions for a chance to go on the special mission.
You don't have to pay any gold so that is okay, but yeah, just more kill and fetch missions with a few new locations. Fully voiced though, so the mission givers and the new npc all have voice lines about the missions, but that barely means much in Red Dead.

They're also extremely boring and pay measly if you rush them, and the first mission (stealing the emerald) is way too easy to be any fun, even on ruthless.
If you want money and gold, just stick to doing dailies and moonshiner, they're the only things that are actually worth a damn.
if you read any of the rockstar notes it's going to come in multiple phases of content broken into parts like the new outlaw pass thingy.
You can also do the blood money stranger jobs to get some capitale for free, it just takes time to get enough to try even the easiest difficulty.
But if you get the quickdraw pass, there are unlocks for getting enough capitale for 3 ruthless emerald heists.
"Zero upfront cost" Doesn't mean much when we wait months and months without much word from rockstar on the future of the game, Only to get dumped with what's essentually just reskinned stranger missions that pay out like doodoo. There is 0% incentive right now to do these missions over say, moonshining or trader for $$$ reward. Especially since the 'capitale' isn't for sure on every mission.
This whole update feels like the naturalist update, where all they did was take 60% of singleplayer content, slap it online and claim it's a brand new thing.
I personally suspect the lack of good content is due to the fact they have all hands on deck creating GTA VI.
