Just go find more and more Treasure Maps and then unlock the contents. I find another map almost daily. Keep in mind if you reach a point where you already have one of each, then the game system can't give you anymore at that time. So either you'll end up with one in your Stash box or you'll find one pinned to a tree at night that you can't acquire; not until you activate one you have and find the treasure to rid yourself of the map so you can get more and more.

He's under the ice at Lake Isabella, somewhere, I forget where exactly. Does that help?
