In the Saloon. 25c to bath and $1 for a room, ask the barman.. Actually, there's 2 saloons you can get a room. The fancy one and the one you kill rats at, in the slummy area, near the trapper,.. I think

Of the two saloons, the fancier one (the Bastille Saloon) includes a bath and a room to rent. It doesn't show up on the map because it's primary function is a saloon, but if you interact with the bartender, he'll have an additional option - 'Lodging'. It's a similar situation in Annesburg, where the gunsmith doubles as the hotel...
