Bottom line is that you will gain access to it after a period of progress. In Story Mode you need to get to certain part of the game story before you have access to it. In Online you have to reach a certain player level.

But yea keep checking the store/catalog from time to time to see when you have access to the secondary holster. Once it is available not only do you need to buy at least one holster, but you need to take the time to create new or edit your Saved & Equipped Outputs so that they include a second holster. Otherwise if you switch over to a saved output that doesn't have that, you will be forced back to using only one pistol on that outfit.

In the gun store you will also notice each side-arm allows you to buy a second one. This is so that if you wish you can equip two of the same pistol, revolver, sawn-off shotgun.
