Lots of info /more details here regarding this/variations of getting this fixed, etc -

/goodluck getting your issue resolved. Many users get this issue resolved in hours/days. Others take repeat attempts. Answer any of those questions wrong... including wrong dates, accounts, emails, forget about other/older R* games/link dates, etc - and into the trash goes your ticket. Phonecallbacks are also an option to try - info also in link.

I have the same problem! I wrote to Rockstar technical support for 6 days, provided them with screenshots of receipts and Steam ID. I asked them for at least some help - to unlink the account, let me change the mail on it, and at least tell me what kind of mail it is on the Social CLub account, which is linked to my Steam - and every time in the end they answered that they could not confirm that I am the account owner.

I'm already thinking about a refund...

But not one of them tells anyone that if you have used the email for both R* and Steam accounts, then you can contact Valve and as long as you know the email used and your R* account name, the correspondence with Steam Valve should all be enough for ownership verification especially because Valve does not give out email security history UNLESS the customer that owns the account can name said email then Valve can say yay or nay that it is in fact the same account ownership - this is one of the more fail-safe methods because it is coming from a binded and trusted company and no, you cannot "spoof' a Steam Valve Support email so do not even try unless you want R* IP ban hammer coming down on you - if anyone uses this method, be sure to always include your Steam ID64 in every single Valve support response plus get a typed receipt from Valve within that support ticket or a new one while still adding in the Steam ID64 in every single question and answer to Valve Support - the printout within a ticket is just as good as the emailed receipt; however, a Steam Client receipt is invalid within a screenshot - only a printed response receipt within a Steam ticket is considered valid (or the original purchase email).

[They likely did not link their social club account if you have already purchased the game before 'hacking'] As in are you saying i may have been hacked by some low life

We can wager that the validity of anyone's answers to R*'s questions completely rely upon the interpretation of the support agent on the other end. You are basically giving them things they didn't ask for and quite possibly confusing many of them. If a person has 'lost access' to their account via hacking and account compromising, there's a solid chance that the steam account could have also been compromised. I'm glad it worked for you.

*edit - above, yes - I am. This is why you need to log into the social club website, and see 'if' your account shows the steam account linked or not. If it does not - you are on a 'bogus sociial club account. Then, you can go check your email inboxes, and see IF you still have the recovery email from R* and recover yourself, unless it is expired.

edit - Andzag has recovered by answering their questions correctly/'properly'.

What if I don't have any other emails from Rockstar? I have 3 emails, with 3 different Social Club accounts (don’t ask why), but none of them have suspicious emails or anything like that. I don't remember creating a similar email that Rockstar is trying to tell me when I launch the game. But I can assume that I may have created a random account when I played GTA4.
So... what options are there in this case? Is it worth fighting at all, or is it better to give up and make a refund?
