Yes, I was playing with mods back when I uninstalled as well, and it never did this.
If you uninstalled the game, all the mods still are in the folder, it won't remove those.
Delete everything in your RDR2 game folder except for the following files:

It did not do this when I uninstalled the game. I know the game folder keeps the mods. That's why I let them stay there, because I wanted to keep them.
It did not save a player log file every time I pressed F12 to take a screenshot. This is a recent change by Rockstar. There must be a way to revert it.
The game and launcher saves logs without any popups; you can't manually trigger such a thing via any keys in Rockstar Games; period. Most likely you have something like a Trainer, change it's settings.

It just says in white text "saved player log file" in a white text at the bottom of the screen whenever I press F12 to take a screenshot.
No offhand holster disabling mod will cause this, and there are no settings to configure to make it stop.

uninstalled it, no more problem.
I do use GFE, but the screenshots are successfully taken. I just want the log thing to stop appearing because it's annoying me. :D
