The ranch has a small sod-covered dwelling, and is off the main road - West of Emerald Ranch, and South East of Heartland Oil Fields.
You can use you horse to drive the goats away from the Building, and then use you Bow & Arrow to quietly take out a goat of your choice.
If you are too obvious, the dog will harass you, and the Rancher may also come looking. I have found that silence is the best option.
You can also go at night, but it is more likely that the Rancher will become involved. Luck
So hardly any goats spawn, when you go there.
It can be insane in this game, if you're looking for a specific animal, everything else will spawn, just not the one you're looking for. I was just looking for a perfect goat, too, took me also 3+ hours, checking out different locations until I succeeded eventually.
