I was like you, kept trying and failing until a few weeks ago. Had all but given up, because there aren't many tips on YT on lasso for PC. But just keep your finger super glued to R mouse.
I managed to lasso the white Arabian about four times. But stamina drained so quick reigning it in. Took stamina potion and that allowed it to escape again.
Personally I've tried most horses but prefer reverse dapple Nokota. Bought in St Denis. Fast as Arabian, but cored up is calm and can outrun anything, incl: predators.
Have people seen the YT vid on motion capture of the horses. And the skills of the rider they used. It's no wonder they are so good.
Been following this particular guide to get the horse myself. I may have already had this encounter and saved the couple but at least I know where to go to get it in case I didn't botch it, lol.
@OP, it took me a few days to finally see the Arabian at the location, kept going up there. I took the slow route and tamed it with pressing G when prompted, easing up slowly, rinse and repeat for maybe 25 mins. Once on, I didn't have much trouble with it except the wolves that came, damn those wolves. Hopefully, following the guide for the black Arabian will be easier for you than having to deal with a feisty unbroken Arabian, the waiting period and annoying wolves.
Also, been lucky to steal the brindle thoroughbred from the lady who wants to race. There's NPC camps that will spawn around the map with various horses to steal. I've stolen a Nokota and a mustang from poor NPC's too. Keep an eye out for those, as well.
If you wait about 15 seconds after the gun shot, the local crowd will usually leave.
And be sure to put on your mask.
Then hop on the horse and immediately go down a side street away from the people that were standing around.
Lassoing and breaking a new horse is a lot of fun. You don't have to chase them, like some sites recommend, just get the lasso on them and Never Release the Right Mouse Button.
Once they are lassoed, release you movement keys, and you should auto-dismount (or tap E to dismount), then use the movement keys to move towards the horse (W-A-D as needed). Once close enough, Tap E to mount then simply hang on and Tap G until the horse stops bucking.
You might want to chase the horse into an open area before lassoing, because objects (like trees) can interfere with lasso. And try to be close to the horse before you lasso, because your Stamina pool will drop from after you lasso until you mount the new horse (so, the closer you are, the faster this can be done).
But the biggest break through for me was Don't Release the RMB. Luck.
P.S. Oh, and the Save function locks when you are in a mission or being chased (or when you just started moving around & maybe auto-save is busy) - it will unlock eventually - just wait about 15 seconds.
Thanks for the tip on the lasso, I manage to get it around their necks but as soon as I get off my horse the rope comes off. I guess I wasn't holding on to the right mouse button, will give it another try. Any good tips for getting a panther pelt. I've been looking East of Lagras in the wooded wetlands . Man that's a creepy place to be wandering around as it's getting dark, I was attacked by 3 swamp creatures, no shirts, no shoes, faces all painted they never made a sound just came at me with knives and dragged me off my horse. I managed to shoot them all but got out of there fast. I'm going to try the other place, hope that's better but I don't have much hope that I'm going to see a panther let alone shoot one. I'm using the scent to cover my stink.
