So - update them...
...or tear them out.
Rightclick rdr2 in steam, manage, browse installed files. Show files extensions in the rdr2 game folder. Sort. Delete ANY files that are NOT .rpf files. Leave all folders alone. Verify the game files through steam. Test. If certain files are hidden (which people have stated in the past in other cases... we could ask why.. but I digress..).
Can also use this to compare folder / remove anything not in it. Verify files after.

edit/below - Yea....... a dinput8.dll problem... that's a 'mod'. It certainly isn't a non-vanilla file. You replaced it or removed it is exactly what was stated.
