Aye, they get bigger and smaller based on the weather, temperature and the type of horse breed.
Well, pretty sure it has something to do with both balls and vaginas, so there's that . . .
So far as specific breeds, the Thoroughbred and Dutch Warmblood come to mind. Also the draft (Shire, etc.) and war (Ardennes, etc.) horses are likely good candidates. I'd leave it up to you to find the best examples. You'll also see an increased 'catalog' in RDO.
