Re leather working tools

Trying to get these tools unlocked.
I know I have to do the missions for Strauss to unlock the tools. I check him every day to see if he'll offer the missions but he never does.

Do I need to do something else to get the mission from Strauss to unlock?

Is there some sort of trigger like the amount of cash in the gang's donations stash?

You just need to progress through the game, keep playing campaign.

Yeah, I know this. What I need to know is how to trigger Strauss's mission to start.
