Cant fast travel from campfire?

Currently well into ch2. Saw it pop up previous sitting at a campfire, didn't need it then.
Sitting at a campfire in the wild now but it's not showing up, how come?

You need to create the campfire while you're still on your horse or else you're still early on the game.

Eh...what? I pretty much always create my campfire while off of my horse.

Could be a bug or maybe a temporary restriction with the part of the story you are on.

Sometimes when there's enemies or something important coming up the game doesn't let you fast travel from camp. Try looking at the map to see if anything is happening, and if nothing is, tear down your camp and try again.

Don't you have to buy the upgraded camp from a general store?
