gtx 670?
I'd imagine you could get 30-35 fps on low at 1080p.

I'm running the game with a 1060 gtx with 3 gig Vram 16 gig of ram intel i5 3.4 GHz windows 7
getting constant good 60 to 62 fps.
Suggest this site put in your specs. I like this site its one of the best and accurate for all games by the year.

I mean steam refunds are a thing, 2h is plenty to see if the game runs well or not. I wouldn't expect much though.

Personally I would suggest saving the money and saving up for a card. The older ones are not that expensive at this point but will do you much better.

Admittedly I've only been running around in chapter 2 for about an hour now but I have 2gb GTX 670 and an ancient i5 2500k but it's doing alright with these settings. (Alright = "better than I expected for a PC I built in 2012.")

Everything to medium or whatever the game defaulted to except:
Anisotropic Filtering x2
SSAO Off
Fur Quality High
FXAA On
Geometry Level of detail .75
Grass Level of Detail .5
Grass Shadows Low
Lighting Quality Low
Particle Quality Low
Tree Quality Low
Water Physics Quality 0
Water Reflection Quality 0
Texture Quality High

Now, many things including hideous low res textures are forced in-game if you only have 2gb vram so I had to manually set some things in the XML document that control the settings. The file is in Documents - Rockstar Games - Settings - System.XML (edit with something like Notepad++)

With those settings, reliable 35 FPS in towns, 40-45 in the wilderness.
I could drop some settings back down but honestly I can deal with that framerate better than I can the absolutely dreadful low res textures and iffy lighting.

If 30-40 FPS on a mix settings isn't good enough for you or you are getting worse results... I don't know what to say. Refund? I'm guessing you are in a similar boat as I am, knowing it's well past due for an upgrade but money doesn't grow on trees.
