What do you think who or what Gavin is and where he is?
I think its an english Horse.

Yeah annoying charactor you can run into him all over the most remote places throughout the game.
Its a dead end mission. Checkout youtube some nice players made a full video of this mission.

I've encountered Gavin's friend in Rodes, Blackwater, and Tall Trees of all places: I'm thinkin', 'Man, you can get killed out here guy, go back to Rodes!".

Has anyone seen him outside of these places? I'm curious.

I saw him for the first time in Saint Denis. Overall I saw him like 4 times or so.

RDR2 plays BEFORE first RDR1. Maybe some players encountered him during Game (RDR1). Who knows... just a theory. Also it can be a open quest for later updates/dlc.

Maybe Gavin is the guy looking for him..maybe he has a split personality, amnesia or both.

I always thought he was referring to Gavin Skinner who worked on RDR2 at Rockstar UK until he left in December 2016 https://uk.linkedin.com/in/gavin-skinner-game-designer. I haven't seen this theory anywhere else but it seems logical to me.
