The cougar is a big cat known by many names including panther, mountain lion, puma and up to 80 more, but these are all the same species, Puma concolor. ... Although cougars are sometimes called panthers, "black panther" is not a name that can be attributed to this specie however.
So yeah I guess.

I’ve claimed a perfect cougar pelt. Why did this not meet the requirements for perfect panther pelt?

“Cougar pelt covered chest”under authors lodging is distinctly different from kit satchel which requires a panther pelt.

South of braithwaite manor is the guaranteed panther spawn area. If no panthers spawn, it's highly likely that someone has killed the panther before you and you'll need to wait for it to respawn. god knows how long.

My suggestion is to change session and try again.

I think I've seen a panther once or twice in my entire online gaming. The one I remember is a panther and a cougar attacked me at once. So yes they exist they are just very rare.

if it is in online, maybe someone else killed and it and you just need to server hop

In the forest south of Braithwaite Manor, near the river. Take a look around, you will be killed 3 or 4 times by it because it spawns suddenly. You see the red dot in the minimap and next you are dead. It's like a cougar but pelt icon is leopard-like. Take the carcass too for extra incoming.

Have you actually played rdr? Your answer is completely wrong. In rdr, cougars and panthers are different animals.
