Online mode
I did get one from a spawn treasure hunter actually but i was particularly interested in the ones found from bodies on ground. I didn't know about ones pinned to trees thank you. Your replies are always useful and structured by the way!
I've found a few by looting enemies.

I've gotten the most by leveling up. <---they came so fast recently I had 6 of them. Spent most of yesterday on a Treasure Hunt.
You will come across them, as well as various other items such as Collector Role items from various NPCs over time as well; especially from NPCs such as the ones who conduct Moonshine Checkpoints.
You can find Treasure Maps off NPCs in Story Mode as well.
In Online there are also random occurrences that pop-up; where a Treasure Map is pinned to a Tree. It's pretty much always at night time, and fairly easy to spot when it happens cause there will be an "out of place" oil lamp sitting on the ground at the base of the tree that the treasure map is pinned to. While these random occurrences are rare, they do happen.
From time to time you can roll the dice yourself on random events happening in Online Mode by having Resource Monitor running in Windows; then ALT+TAB to it while in an Online session, right click RDR2.EXE and click Suspend; wait approx 8-10 secs, then right click again and click Resume. This will throw you into a Solo Session for a bit and highly increase the chances of random events such as; Roadblocks, Ambushes, Legendary Animal spawn-in; etc.
