Report a translation problem
I play on PC with an Xbox-style controller (Steelseries) and I was frustrated until I found the button for it. Once I activate Dead Eye, I hover my crosshair over my intended target, then press RB to mark as many targets as I want. Being in Chapter 3 is frustrating, as I was on the hunting challenge, and failed to hit more than one target in Dead Eye.
For PC, the default button should be Caps Lock\middle mouse button to activate, then use Q to mark targets. I just test this and it worked.
First I thought I just haven´t had reached the necessary level but know I see the internals in glowing red when I´m in dead eye and hover over targets, yet no marking possible.
This should clear the issue.
Also: when you zoom/ look through a scope, marking will never work.
SO if you're scoping, than that is the "problem".

Have you done the Scarlet Meadows train mission with John, Charles, and Sean yet? You can't paint targets with Q until after that mission.
