Once you get the popup that you are in the area, get off your horse instantly, and keep looking around while constantly turning eagle eye on and off looking for those orange bubbles from the tracking clues. Also keep an eye on your map as they sometimes are marked with a ? Symbol before you can actually see them
Time of day also seems to have influence.
Try early in the morning and don't barge into the area with your horse.
Walk slow, preferable by foot into the area, be clean (washed) and use the smell cover stuff.
Herbivore bait (the potent one) also helps.
For the Coyote:
I have no idea why it doesn't spawn, for me every time it spawns as soon as I come close.
Time of day doesn't realy matter, but end of the day/midday would be best.
You can try to kill some animals in the area and leave their corpses a few hours prior.
Then the same tips apply:
Be clean, use cover and use potent predator bait.
Be as far from the rail in the creek, and walk slowely towards the rail and the ruined building.
For both: use eagle eye a lot to see the yellow sparkles.
And keep an eye out for your minimap where a "?" appears.
(Making the minimap bigger by pressin alt-x might help to spot it faster)
Happy hunting
Been going there to roam a bit and see if it popped:
here is a screenshot from the place in "eagle eye" (yes I call it that, sue me :P :
