Unable to improve character stats to max

I completed the game 99.7%, only the characteristics remained (health, stamina, dead eye), I bought and opened everything I needed, but levels 8 and 9 do not open, and none of the three indicators, it also says that experience is 1182/1100, I want finish the game 100%, but even through the Trainer and Save Editor it’s not possible to do this, who knows how to fix this or do it 100% differently, maybe I can do some tricks in the game files, I don’t want to take other people’s saves.

I think you have to buy all stuff from trappers like reinforced equipment. All that equipment unlocks after you complete all challenges.
