wont go into full screen
it just wont let my go into full screen. I've tried to enable it in the settings but it just says "do you want to keep these settings? doing this action will revert the settings to default" and it does nothing if i click yes and no

Just ;leave it in Borderless Window.
When the game is loading into game world, or already in the game world. press ALT+ENTER ~ DO NOT do this when on the main menu or it will register that you pressed ENTER key and thus start loading into either Story or Online, depending which screen you have it on. Now it's in Full Screen Mode.

The game will auto switch to Borderless Window anyways when game is relaunched or if you WINKEY+TAB or ALT+TAB out of the game.

i tried that but it didnt work

Then you may have an app on your PC that is causing problems; such as an Overlay app of some kind. Again for "some" games under Win10/11 this is why the "Disable Full Screen Optimization" option exists because you might be enforcing an optimization OS-wide you might not be aware of and thus some apps or games that use hardware acceleration may have issues with that being active.

The screen turning black and then back to the game screen is how the ALT+ENTER switch is supposed to work. That's telling you that the switch from Windowed to Full Screen or vice-versa IS working. However if you press WINKEY or anything that might activate an OS function outside of the game, the game will auto switch back to Windowed Mode. Again, normal.

i mean. the only overlay apps i have is nvidia and live wallpaper

NVIDIA GFE or the newer NVIDIA app?

Why do people use a Live animated wallpaper when we don't look at the Desktop, I mean if you actually do stuff on your PC that is. It's a system resources hog.

First thing to try would be to disable any 3rd party overlays of any kind, then launch Steam + Rockstar Launcher + RDR2 from Launcher and see how it does.

Remember to go to Settings > Graphics > Run Benchmark > Benchmark starts > press ESC and quit all way back to main menu before doing anything else. As a means to get rid of the keyboard input lag issues.
