RDO Cant summon horses or carts

Can only summon horses and carts sometimes.. not always since last change of event,

Playing in public sessions or private?

If you change horse without going into Stables, select the different horse, then wait a moment for the current horse to flee. Then call the newly selected horse with H (Whistle). Then should notice the horse icon on mini-map.

Sometimes it IS buggy when comes to the wagons. The Bounty Wagon does not seem to be working right now (can't put the bounty inside). To help these spawn correctly, stand out on a actual road (a road marked on the map) and face the opposite direction of where you want the wagon to come from when it spawns, as it always spawns from behind you. Then press the button to spawn it and wait a moment. Notice the wagon wheel icon on minimap.

public sessions, call for horse and it doesnt come, try to summon wagon and cant. noticed a few bugs yesterday where after going into stable and butcher couldnt end the scene. noticed all stables were closed when i couldnt summon horse or wagon. really buggy game in the last week.

Also servers are not always populating with NPCs, riderless wagons in St Denis, at times no animals.

because you're playing public.

cheaters can break the server spawns.

go get the startup meta and play solo or not at all if you don't want to experience this.
