Why Rockstar won't add director mode like GTA 5?

Rockstar added director mode on GTA 5 years ago since on PS4 I think. Why Rockstar still won't add director mode in this game? It would be fun because I like sandbox where I never die and quick cheats. If Rockstar don't add director mode, I never buy this game.

Get a gaming pc and install the rage mod menu and you got what you wanted

Download the .zip file and extract it's contents into your game directory. To make it work make sure that these files are located inside your game directory (the folder where RDR2.exe is located)
[RampageFiles, Rampage.asi, ScriptHookRDR2.dll, dinput8.dll or version.dll]
Rampage requires Scripthook: http://www.dev-c.com/rdr2/scripthookrdr2/

Oh so I need the Scripthook to use that. Easy I guess.
