Woodpecker missing

Trying to do the Art Exhibition challenge and I need a perfect woodpecker, a rat and a squirrel. Found the last two, but the woodpecker is nowhere to be found. I killed 2 or 3, but their carcasses are good and not perfect which I need, I use the varmint rifle, since my Bow skills are awful and can't kill any flying bird, except if it's on a rock. I've ran across every location a woodpecker could spawn and a 3 star was never in my sight, what should I do?

But I can get a Perfect woodpecker with the Varmint rifle, right?

Use a bow, possibly small game arrows and use Dead Eye to hit birds in flight.

There's also a trinket that gives a chance to increase an animals star rating (I can't recall which).

I have the trinket, I don't use the bow because even with Dead Eye i don't hit them :DDD
The thing is I DON'T SEE A WOODPECKER ANYWHERE. I've been searching it for a whole day now...

Woodpeckers can found all around Scarlet Meadows, sometimes you can even find one sitting on the bridge handrail located on the road that leads towards Rhodes.

Directly north of Clemens point are two ruined buildings, stand on the wall by the road at the northernmost building and use Eagle Eye to scan the bridge and the air.

It's a great hunting spot for a variety of animals and birds but as with everything nothing is guaranteed.
