I think a sequel should be set in Australia. I'm all for an entirely new story and cast of characters. Australia had it's own gunslinging past and because it was a lot more isolated, the devs can stretch the time that 1800's tech would be in use there.
(don't take them too serious)
As a Sequel:
Play as Jack but set it outside the US. Jack goes south to mid or south America, meets up with Sadie who's been doing her own thing down there for a while and he get's wrapped up in that. Time wise the setting could be around the start of WWI. So right after RDR1 with a 19 year old Jack.
As a Prequel: A 22 year old Arthur. Not much to say about this, the story wouldn't be connected as much to the other 2 games because of the larger time-gap, but the focus could be on Dutch Hosea and Arthur building the gang.
The GTA 4 DLC way: Set at the same time as RDR2 but focusing on a different group of people like they did with BOGT and TLATD for GTA4.
You could have a couple of cameos of people in the gang doing their own thing outside of working with Arthur (as we know they operated somewhat independant). Trelawny could be an important recurring character.
