The whole POINT of the amazing story of RDR2 is that it's NOT the wild west anymore. That there IS law and order now. That the old ways of getting away with it don't work anymore, with better trained security and ruthless pinkertons and posses who will pursue outlaws to the ends of the earth.
You can't just ride off into the sunset from a train robbery and "put enough time and distance between you and the problem" anymore, as they say in game.
If you can't see that, then, well, you're as blind as Dutch was
Also, why would it be plausible everybody starts a gang war on me if I accidentally hit people in town? If it's all about law and order then how do they not manage to keep order in towns and cities, and make damn sure citizens aren't walking on the street?
Just say it as it is and don't spin any magic weaving around your jewel you feel is attacked. They did that simply for difficulty and balance reasons.
To your first point, no guards are randomly spawning on moving trains. There's usually two guards in the rear most car, two guards in the car right behind the engine, and the engineer. The reason they seem to "magically" know a train was robbed around the corner is because of a little thing called EYEWITNESSES. If you rob a train in the middle of the map, people are gonna see it and report it. The sound of gunshots travels a long way, especially if you just killed 4 guards in quick succession. The game then takes this into account and dispatches a patrol to the train's position. If you rob the train up high in the grizzlies or in the backwoods of New Austin, this doesn't happen
Since then I "park" my horse well outside of town. And I don't think that's the intented way to play the game, given any other ped is free to ride their horses into the center, and frequently ramming each other all over the place without consequence, because the ai pathing would occasionally fail.
The guards occasionally spawn on the train out of nowhere, just as some of the animal carcasses do if you ride through the woods with a fast pace. The engine simply can't cope with me stressing its to its limits with all settings on Ultra. You'd think a 13700k, 4090, 64 gigs of @6.000 RAM and an EVO990 should seal the deal sweetly. But appearantly it doesn't do that always.
I'm not complaining because I'm used to huge scope open world games. But that doesn't mean I will just blidnly ignore bugs and glitches.
You said it yourself: you did a mindless 180 in your horse and hit a pedestrian. Also, normal civilians don't attack you if you commit a crime, just the sheriff, his deputies, or the PD (if applicable)
Overall all you can really do is just commit whatever crime and then get well out of that area as quickly as possible.
There are a couple Mods that address this and also fix the issues with Lawmen showing up quickly when you're doing something well away from any Towns.
The mod I'm using makes it so the law won't show up out of nowhere, but with a random delay, in much higher numbers, and are way more persistent. If you wear a mask they won't realize it's you for a set amount of time. If you manage to escape in that time frame, you pay no bounty. But if you can't lose them, the wanted meter kicks in and the bounty is applied with an insanely higher amount.
The cool thing about that is, you don't even know you're hunted until Ghengis horde flies in, because there's no spoiling meter right away.
The mod has many more features making the whole law system more logical.
