rdr2.exe from that I can see /test isn't what throws the error the last time I tested it.
You need to make sure the R* launcher is closed. Then -
Unchecked compatibility on c / program files / rockstar games / laiuncher / all .exe's?
(or wherever you did install it if not a default location...)
c / program files / rockstar games / social club / all .exe's?
CLOSE STEAM - then verify it is not running in compatibility mode also then restart.
If there is something 'new' to this fiasco after the 'latest' update - beats me.
I don't have the problem, and can't test without details.
I'd be double methodical and check every single .exe for R* launcher and social club.
Even going so far as to restart the pc / or check taskmanager and close anything that is open related to R* launcher/social club. Possibly to the point of posting screenshots showing each one. Else, you are likely special with a 'new'(/old) problem needing a different/same fix.

Was it one of those - or something different?
You sure you are on Win10 updated to 22H2 and beyond?
On Win10/11 you basically have to enable the option in the game EXE properties for "Disable Full Screen Optimization" or it won't launch properly.
Make sure you launch Steam Client, then Rockstar Launcher via run as admin on each.
Then launch RDR2 from the Rockstar Launcher, not Steam.
