I get the same thing with certain games, and it does seem to be exaggerated during cut scenes, probably because they're at a locked lower framerate which for whatever reason seems to cause more interference. Menu's and cut scenes.

If you Use Headphones while playing Games on PC then make sure to Configure the Audio Settings in the Windows Properties cause there are 2 Settings for it.
---------------------------------------------------------------------------------------------
One is Headset & the other is Headphones
**Make sure that Headset is Disabled & Headphones is set to Default**
P.S. Don't forget to have them ON & not OFF when making the changes.

Last but not least is if the Audio distortion still occurs even after making the changes, then try to Update the Audio Drivers or sometimes it's best to install the Default Audio Drivers from previous version.
Reason for this is cause for some reason when a new Audio Driver comes out, they sometimes cause issues & they need to be Rolled back to a version that had worked perfectly before.
Note : Only do this if the first steps did not work of course.
