Prisoner in shackles won't talk and follows me around

This is driving me crazy, the second random encounter with the prisoner who asks you to free him, he says something like "I have some info you may like" then just follows me around staring at me and doesn't talk, can't even interact with him as R and F are grayed out...

I reloaded the game 3 times already because of this mf, and every time the bug occurs...

Did anyone encounter this bug? Any solution that doesn't involve blowing his head off with a shotgun?

I did have the same encounter and eventually it just worked for me, i also had to reload the game a fair few times. Dunno what it is with that mf

You need to shoot his shackles to free him.

Aim your weapon (not a shotgun) between his shackles and shoot to break them.

He even gave you the clue "free him".

You can't expect to be held by the hand every step of the way in this game, you really need to pay attention to what you're being told.

You will meet this character and the other pair of convicts later in the game if you free all three,

Bro, thanks but I was implying that he bugged out after I freed him by shooting at the shackles.

Anyway I just met another prisoner (so this time not a second encounter with the same dude but a different prisoner) who wasn't bugged.

I just hope that now if I meet again the first dude he won't be bugged!

Btw nice to know that micro spoiler, I imagined something similiar would happen since I also met again the dudes I saved by sucking out the snake poison, who offered to buy me stuff from a store
