Make sure you've closed the launcher out completely/check taskmanager.
Of coutse, there is running as admin, av/security, vcredists, compatibility mode, problems with mydocs/rockstar games, and other nonsense (this is where internet security, dns, hosts, vpns, other connectivity issues/etc arise) that may interfere with installs/updates to R* launcher.

Relaunch Red Dead Redepmtion 2, updating should show when you start the game
Before install, first go and Uninstall Rockstar Launcher and SocialClub from you PC.
Such as from within Settings > Apps
or Classic Control Panel > Programs and Features
Once removed, right click the Rockstar Launcher Installer you downloaded, click Run As Admin. When the installer completes and you are asked to launch it, untick that box. You should have shortcut on your Desktop, right click that shortcut for Rockstar Launcher > click Run As Admin.
Because those OTHER games do not use your Steam Account really at all, they rely on the branded account of the actual game; such as Rockstar SocialClub for example.
Games like Diablo4 would be the same and for obvious reasons; it's a Battle NET product; thus is requires that account login. Hence these 3rd party Launchers.
The real issue is more often the User.
Rockstar (website and launcher) doesn't like VPNs. I uninstalled and reinstalled the launcher twice and it said something about problems with the social club due to an incomplete install. I turn my VPN off and it works fine. Just turn on split tunneling so you don't have to turn the VPN on and off (BitDefender--the one I use--has split tunneling. I would not be surprised if it's a common feature).
I couldn't even get to the website without adding it to the split tunneling.
Yes but are you also modifying your DNS at the Router? Many of the issues regarding many people around the world having issues with the Launcher or their website, have been known to be a simple DNS issue. Simply changing that to something such as Google or Cloudflare can easily resolve such issues with Rockstar's services.
