My PC: rtx 4090, 14900k, 64gb ddr5 @5600mhz, 980 pro ssd.
2. Go to account information, then select delete local profile
This will only delete the local cache, it will not delete your social club account,
or saved games.
3.Select confirm.
4. Then sign in again to the launcher.
Doing this will restart steam but you will be cleared of of temp files and caches.
RTX 2060 12gb, 32gb ram, i7 700k with game on SSD and running over 40 mods
and game loads and plays fine, performance is flawless for me.
In fact i been ingame for the past 5hrs and currently ingame, so its something
with the gpu, drivers, and something else related to your system with the game.
Take a look at these links, their talking about why their GPU is crashing
the games they play with the RTX 4090, with solutions:

Should we then try to enter the game via Steam or Rockstar Launcher? Does it matter?
I'm on my second play through over 600 hours total since I bought the game when it first released via steam on PC. I had a soft crash while playing about a week ago, since then both Steam and Rockstar Launcher both tell me my "Game is already running" and the game won't even load. I'm thinking it the soft crash must have been due to my graphics. But I can't get the game to load so I can fix my graphics settings, probably a Vulkan vs DX thing.
I had moved the game to my new computer and had been playing it for a couple of weeks prior to the crash.
Does anyone know how to go into the game files and set the graphics to default? If I knew where to go and what to do to make that happen it may fix the problem enough to enable the game to at least load.
I can't be the only one getting this "Game is already running" error.
Asrock 670E mobo
AMD5 78003dx CPU
34 GB of G.Skill 6000 Ram
Asrock Taichi RX 7900 XTX video card
I've updated all drivers.
Reinstalled the game and the Rockstar Launcher.
Verified game file integrity in Steam.
Verified file integrity in Windows 11 via SFC /Scannow.
i use and the launcher dont come up for me, it used too but i load right into
story without issues.
Suggest you google your error related to RDR2 and win 11, im still on win 10 64bit.
So my 2 cents are: try going back to an older driver and skip the current one until another, newer one releases; then try the latest for stability.
edit: since it is mentioned, switching to DX12 API from Vulkan helped me as well but DX12 performs about 15 to 20% worse on my machine (lower fps) so that was not a satisfying option for me.
