There are two Options you can do for a version of PvE :

One is Private Session Setup
&
the other is something called RedM

You can setup what you prefer, RedM is like playing on Servers with others & cheating doesn't happen in those ( Not really sure though ) & there is a List of Servers that one can pick from & Rockstar Summorts / Allows the Use of RedM as well, so there is no issue in getting banned from using it.

Don't try to Go Online if you plan to Mod your Game cause you will get Banned from the Online Mode if you do so..
