If I were to guess, I'd say that they consciously left out private servers so that players were forced to see each others' progress, in order to goad cash shop visits -- in line with how 90% of the game's mechanics are tailored. What they did not consider was what would happen if Chinese hackers were smarter than Rockstar(d)'s anti-cheat systems, and would drive away players; having the very opposite effect to what they were going for... Do'h!

Honestly, if you want to play in public sessions, playing on console is your best bet. :(
The game's a total-clown show on PC with all the cheating. :(
Sadly, Rockstar and Take-Two learned some horrible lessons from GTA Online on PC; they learned they can do jack-squat about cheating and yet still GTA V is among the top 10 most popular games on Steam Charts. :/
They're already making money hand-over-fist while ignoring the cheating problem. What incentive do they have to fix it? Addressing the problem would require the executives at each studio to have a shred of integrity and actually care about their player base. :/
And why spend that money improving the player's experience of their games when there's stockholders to please and executives who want bigger bonuses?
Nevermind they'd stand to make more money because they'd lose less players who are getting burnt-out from all the cheating. :P

The correct word for them is cheaters.

ive made a guide if you want to make a personal lobby, ive tested and its still working even after 2 years.
All these cheaters did is download cheats and ruin the game for everyone.
Also don't waste your time as Rockstar is letting this game rot.
Also you can bet your bank account that GTA 6 online will be filled to the brim with cheaters since the source has been leaked and sold.
However, if I had to guess, even in a private session you could still run the risk of having your account get flagged/banned for running a cosmetic mod in the online mode.
I believe ANY kind of mod puts your account at risk of getting banned when playing RDO.
please talk with PC expert and with them you can format your PC and delete all the files from it and start a new system.
and if you can use VPN to play Rockstar games.
