Yellow border?

all of a sudden i have a (yellow border) in borderless fullscreen. i cant get fullscreen to work without it freezing visual, still audio, not responding when i go to desktop.

cant figure out how to turn it off or where it came from?
also getting alot of flickering when im using windows key and on my stream labs OBS. conflict of UI/hud somewhere! ive noticed it with my reticle in GTA too. so i have to stream in window capture for red dead to get rid of the menu/hud flicker. i may have my SLI set up wrong too.

P.S. Rockstar need to stop being greedy/cheap SOB's, fix their game and invest in servers.

Try ALT+ENTER and see if it gets rid of the yellow border and maximized full screen.
