Edit: For a game that needs CPU's more than any other game I've seen... and GPU's. Throttle the CPU, and that WILL work.... of course, but it won't be the problem solved, just less processor power to apply to the game. But, why? To make it work, yep... throttle nothing, seek the answer, you will find it.
dont listen to this troll and try my fix of limiting it to 3 cores you can switch it back if you feel like it doesnt work, but you have to make the change while the application is open and restart the game after setting it to 3

What is the point in neutering the hardware he paid for and not resolving his cooling issue?
The CPU should not overheat even at 100% load. Period.
If he OC'd, it's a different story and once again, not the game.
the problem I think was that my all in one water cooler had a bubble stock in the tubes or something and it prevented the water from transferring heat from the pad and cpu to the rad.
it might be that you will have to take it all apart and give the parts a shake. not violent, just a like i did when I took it back. I actually hit a couple of pot holes on purpose. sometimes things aren't seated right when you think you did put it together properly. just give it a once over again.

EDIT: completly restore BIOS to default settings. Especially look for any settings that would allow your CPU to ignore TDP limits or the powerdraw limits.
Ever thought a car radiator
with a high air-flow custom epoxy case with 140MM or 180MM case fans would solve a problem.
Old heat-sinks are worth converting over too liquid cooling if you know how to machine parts and press in copper tubes
and, have a DIA & tap set, along with brake-line flaring tool set for a high pressure systems, best too use an in-line fuel-pump designed for small tractors and cars, since their designed too have a higher safety rating and have the same voltage rating as a hard-drive.
You really got too learn too work with tools or your wasting money on junk parts.
The average people using acrylic liquid cooling systems have no clue, they blew money on junk parts when custom parts with $10 dollars of copper fuel line keep a system from going above 30-40 degree's with coil loops on a low budget if you recycle parts and repair them to look new
and know how to work in a shop with respect, you will be better off learning how too solder as-well in-case you ever have too fix a radiator or onboard components with re-work stencils.
Copper plates with gold rated copper thermal paste also helps keep a system cooler than just using graphite sheets/pads, think of all those old GPU;s heat-sinks that can be re-engineered.
Trust me if you learn how too work with your hands, you can turn junk into valuable things, like a PC Case.
I have designs for a ice core looping reservoir systems, so the core's can be removed with out contaminating the mineral oil, TiG wielding aluminium is not difficult and is best learned first before working with iron, just like smelting learn the easy things first and flux mixtures for each grades of metals.
