First thing to check is to see if the cooler system has a tight fit.
Don't think that the game can do that to anyone's cpu. It's got to be something on your end. Is your case big enough to allow good air circulation? I see you have a mid-tower. I use a full tower which allows for better air circulation, and I use a water cooling unit.
BTW my RTX2080TI kinpin has a display unit that shows the temperature of the gpu, and memory. As well as the power used by the gpu/memory, the air rpm, the rpm of my water cooler unit, etc. My gpu and memory can get a temp at most around 42C when playing games.
My cpu's temp is at 33C-35C at most even playing PUBG, RDRO2, or other games like Division 2, or even Horizon Zero dawn.
IMO the problem is at your end.
Shoulda downgraded the CPU for better storage too mate
Or RDR is the only game that stresses your CPU to the point of overheating.
Download a 100% CPU-stress test and let that run for a while.
This was one of the issues I thought may have been causing the issue in addition to a bad case with bad airflow. I upgraded my case and cleaned everything out. The issue is not going to be dust.
I suppose don't understand what you mean by the dust. Also I am using an aftermarket CPU fan.
I meant, if there's dust on the fan or fins, usually the fan start making loud noises. It's not dust.
But, this is very, very dangerous:

It's running too hot, stating the obvious I know. That kind of temp may very well kill your processor, I would recommend not using it, or any application that causes that kind of CPU temp... if it's only RDR2, don't play it for now.

If you applied the thermal paste, then are you sure it was correctly done.... and, maybe do it again right now... me thinks.
Umm, also, I use Core Temp to monitor CPU temps... a Ryzen.
Idle: 21C,
running RDR2: 30-40C
Something will break at them temps...
